Brazilian President Fernando Henrique Cardoso began his April 21, [1995] NPC luncheon presentation by saying that the real miracle in Brazil was not his recent stabilization program, but democracy. "In order to achieve democracy, freedom was very important and a free press played an essential role in that matter," he said. President Cardoso added that he was in the U.S., not because of Brazilian domestic issues, but because he believes that the time has come for Brazil to assume a more responsible partnership in the discussion of worldwide programs and problems. "Brazil is ready to be a partner. A partner means that we want to know in advance what's going on, what's next, and to see to what extent we can support decisions," he said.
