Donna Shalala


On June 23, 1994, Donna Shalala, Secretary of Health and Human Services, spoke at a National Press Club luncheon. Secretary Shalala presented the Clinton Administration's welfare reform proposal. The "Work and Responsibility Act of 1994" includes incentives such as job training and child care designed to encourage welfare recipients into the workforce. Donna Shalala took aim at the recent campaign of the conservative group "Empower America". The Secretary characterizes the conservative's position as "draconian . . . abolishing all forms of public assistance to young, unmarried parents".
